At the heart of Japan’s Sasebo Naval Base, the Defense Logistics Agency plays a mission-critical role: keeping Forward Deployed Naval Forces and joint warfighting units operational, supplied, and supported. When DLA needed to build a new warehouse to streamline logistics and disposal services, they quickly discovered a gap—there was no functional office space on-site to house the personnel responsible for maintaining and managing the facility.

That’s when they turned to Systemcenter for a solution that would not only meet their operational needs, but also navigate the complexities of designing and installing modular office spaces within an active warehouse environment—bringing their vision to life while ensuring minimal disruption to critical logistics operations.

To support DLA’s operational goals, Systemcenter proposed a modular office complex using Portafab modular building systems—integrated directly within the new warehouse. More than just adding walls, this solution created a centralized hub for daily operations, placing key personnel exactly where they’re needed most: on-site, embedded, and ready to act in real time.

From day one, Systemcenter approached the project as a true partner, not just a vendor. Through weekly meetings, hands-on coordination with NAVFAC and DLA stakeholders, and detailed planning across power, drainage, water, and data, every element was aligned to a single purpose: increasing mission readiness by eliminating the inefficiencies of operating without a dedicated on-site workspace.

The installation came with its fair share of challenges—none more critical than aligning the fire suppression system with both U.S. and Japanese codes. Using a Japanese fire-rated system required an extensive plan review process, culminating in approval from the local fire chief. Systemcenter managed the communication and documentation throughout this process, turning a potential obstacle into a seamless checkpoint.
